Administration Effectiveness Essay The organizations must put up realistic and attainable objectives . This is something that can be understood by way of saying that goals of the unit must be made accordance with the support in terms of personnel , resources and equipment available to the unit . It is no right to put up goals that could not be supported by current logistics and personnel available within the unit. This study aimed to determine the administrative effectiveness of the Bureau of Jail Management and penology in the province of Albay in order to recommend measures for improvement to enhance a better system of jail management . Specifically , it sought answers to the following questions : 1. What is the status of Bureau of Jail Management and Penology in the Province of Albay in terms of : a.) Administration b.) Manpower c.) Physical Facilities d.) Services e.) Inmates 2. What is the level of effectiveness of the Bureau of Jail Management And Penology in the Province Of Albay in terms of : a.) Administrative Services b.) Security and Custodial Services c.)Rehabilitation Services 3. What are the problems encountered and solutions offered ? 4. What action plan may be proposed to effect a better system of jail management ? The study utilized the descriptive research method using the 5-point Likert scale to assess the perceptions of the respondents . A total of fourteen (14) officers , one hundred ten (110) non officers rank and thirty- six (36) inmates were considered respondents in this study. The status of the Bureau of Jail Management and penology are presented in terms of its administration, manpower ,physical facilities , services and inmates. The services were more of the rehabilitation programs provided in different jails . A total of 124 BJMP personnel comprised the entire Albay BJMP. 2. The perceptions of the three groups of respondents o the level of effectiveness of its administrative services , security and custodial services and rehabilitation services are the following : the personnel and budget assessed to be as very effective with average mean of 3.41 inmates welfare with 3.20 also as very effective , mess and supply with 2.81 also as effective as general services with 3.28 as effective . The security and custodial services with the following average mean 3.88 or very effective and escort team with 3.84 also as very effective. Rehabilitation services in terms of the following components : Religious and guidance counseling with 3.24 or very effective livelihood with 2.69 or effective and health services with 2.80 or effective. 3. Most pressing problems were focused on insufficient office supplies , lighting , water and communication facilities as perceived by the non-officers and inmates while the officers viewed no capital outlay and lack of office equipment bunks ,mats and prisoners van as their most pressing problems . The solutions offered : funds for repair and procurement as perceived by the non-officer and inmates is budget for construction of jail facilities / transportation and funds for traveling expenses while the officers perceived on the jail extension . 4. Proposed action plan is prepared in order to address the pressing problems in jail administration and management . CONCLUSIONS From the foregoing findings , the following conclusions are drawn . 1. The services as rendered for rehabilitation by the administration were : conducting religious counseling and guidance ; establishing livelihood programs and activities ; and providing health services to the inmates . 2. Health services and livelihood projects were the only vital needs of inmates to make them productive while incarcerated. 3. Insufficient office supplies and materials and physical facilities were noted as the most pressing problems of proper physical facilities will be install , it will probably ensure safety and security of both inmates and the BJMP personnel . 4. Activities proposed in the action plan are implementable and can be easily achieved by the Albay BJMP. RECOMMENDATIONS 1. The BJMP Central Office should Increase the funds allocated for the different jail Station/ offices. They should make intense representations to the DBM for them to release the immediate needed funds . Investigation of the physical condition and evaluation of the funds requested to ensure the viability of the programs presented. 2. The programs for rehabilitation services are more anchored on the health services to ensure the physical condition of the inmates . Likewise, livelihood projects should be provided to make the inmates more productive while they were incarcerated . Moreover, they should established linkages with other non-governmental agencies to help them in improving their undertakings particularly in the conduct of religious services and other viable programs. 3. Require the administration to adhere to the most and pressing problems of the jail offices and stations . install and give priority to the additional physical facilities such as lighting , water units , mattresses , and other office equipment . The office may not be able to supplement the needed supplies and materials but they could possibly solicit them from other local government agencies . 4. Immediate implementation of the proposed action plan. Areas for further study : a. Evaluation of on-going rehabilitation programs and projects for the Albay Provincial Jail . b. inmates plight in Legaspi City Jail. c. Perceptions on Jail Breaks in Legaspi City. d. Construction Of Conjugal Rooms For Inmates . e. Immediate Evaluation and Judgment of various cases.

Hysteria In 1692, in Salem Massachusetts, the superstition of witches existed. In The Crucible, by Arthur Miller, a group of young girls act up and are then accused of being witches. These girls then blame other people in order to get out of trouble and even pretend to be "bewitched" in front of the court during a trial. This leads into the deaths of some innocent people who were accused found guilty. The leader of the group is Abigail, who is in love with John Proctor. Many situations in the poem can still be found in modern examples. It can be compared to an article about protecting children from social workers who want to have the children removed from their home just because their parents didn’t get them a vaccination. They both involve isolation from different believes, innocent are accused of a crime, and people refuse to go against their beliefs. The Puritan society was led by a church that promoted isolation from any other group of people with different beliefs. The church was against dancing, singing and chanting as related to devil-worship. It was a time of anxiety and skepticism. After the girls in the village were caught dancing in the woods and one of them falls sick, rumors circulated about witchcraft going on in the woods, and that the sick girl has been bewitched. Once the girls talk to each other, they become more and more frightened as being accused as witches, so Abigail, the main character and the principle accuser, starts accusing others of practicing witchcraft to save her friends. It results in the hanging of many innocent people. The parents of the children in the article distinct believe that it is safer if their children aren’t vaccinated for tetanus. So when the children do get tetanus the social workers try to take the children away. This is like punishment for the parents who are totally innocent. All they wanted to was keep their children healthy. Both the group of girls and the social workers, who have done wrong, get no punishment. The Judges and preachers try to get the people the girls accused of being witches to confess to being witches so they can have mercy on them. Most of them will not do this. They stick to telling the truth about really not being witches until the death. The parents of the children also stick to what they believe is best.

In relation to Mark 8:34, the teachings of Martin Luther, combined with the Sacrament of Baptism and the ethical application of Church teachings on bioethics, all represent the above sentiment. Significantly, Martin Luther, a fifteenth century German monk, set to right the path the church was leading its’ adherents – to help the members of the Church â€Å"take up [their] Cross† to â€Å"follow [Jesus]†. One of the major sacraments he fervently believed was necessary to â€Å"come after† Jesus is the Sacrament of Baptism, which is still applicable in the lives of Christians today. This sacrament, which invites the adherent into the ethical guidelines of the Church, is essential for the adherent as it enables them to â€Å"come after† Jesus through the practical application of his teachings through their lives. Thus, a combination of significant people, sacraments and ethics of Christianity all link to represent the sentiment in Mark 8:34. In the 15th Century, Martin Luther, a German Christian monk at the time, visited Rome and saw the corruption of the Church, denying adherents to â€Å"take up [their] cross†. Revolted, Luther wrote his first significant doctrine, the Disputation of the Power and Efficacy of Indulgences (1517), nailed to the Church door, was revolutionary in righting Church doctrine to allow adherents to â€Å"come after† Jesus. In the document, Luther preached that indulgences were a way by the corrupt Church to steal money of already poor people, for the already wealthy Papacy. Stating that the Church was manipulating the population by putting themselves between an individual of God, he preached against the corruptness, â€Å"In the absence of justice, what is sovereignty but organized robbery? (St Augustine). Instead, he preached his new theology, one which stuck a chord with many people as the writings spread due to the printing press. The teaching of, â€Å"The upright man finds life through faith† was the start of core teachings that would usurp Church doctrine by enabling the adherent to â€Å"deny himself, take up his cross and follow [Jesus]†. However, perhaps Luther’s most important document of all was conceived in 1522 – The German Translation of the Bible. This single document enabled the ordinary Christian adherent to follow Jesus as laid out in Mark 8:34. Through this, people could achieve â€Å"justification by faith alone† and was the medium through which an individual’s relationship with God could be achieved. The clergy and Church doctrine were no longer needed to guarantee the individuals advancement into heaven. The corrupt influence of the Church could be ceased as common people could now read teachings for themselves, instead of the illegible Latin text. By giving people the tool to follow Jesus into everlasting life, personal relationships with God could grow. This final text was the catalyst for the now known Protestant Reformation, inciting a rift against Protestants and Catholics that would shape the church doctrine and development up until the present day. One sacrament that Luther encouraged the Church to keep was the Sacrament of Baptism. This Sacrament essentially gives encouragement for the adherent to follow Jesus – to â€Å"take up his Cross† – through the promise of Salvation. This tool to heaven for adherents positively impacts upon adherents as it encourages them to live a life and â€Å"follow† the way Jesus preached it and develop a positive relationship with God and the community ad embrace the Grace they will receive. Significantly as well, the statement in the Bible by Mark, â€Å"he who believes and is baptised will be saved† (Mark 16:16), gives evidence to this sacred link between the sacrament of Baptism and salvation. This link, then, provides reason for adherents to live a good, fulfilling life in the eyes of Jesus and to â€Å"follow [Jesus]† teachings. Baptism is furthermore representative of Mark 8:34 as it initiates adherent rebirth into the Church to become part of the Body of Christ. The Christian community is the living Christ whose job is to spread the ‘good news’ – thus to â€Å"come after† Jesus and what he preached in his Ministry. The baptismal vows ask the candidate to ‘ever remain faithful to His Church’ and in doing so, one takes on the responsibility of being an active member of the community and to nurture the faith of others. Similarly, the community is sked to help foster the faith of those baptised and to reflect on their own beliefs and the way they â€Å"follow† Jesus. Candidates must live according to the laws and practices of the community in which they have been baptised into. In baptism, one affirms their faith in the principle beliefs of Christianity – essential in allowing the adherent to â€Å"deny himself, and take up his Cross, and follow [Jesus]. † This ideal of following Jesus, as communicated in Mark 8:34, is practiced in many ways by adherents; importantly through taking a Christian ethical stance on bioethical issues. The ethical teachings of Jesus not only guide the adherent to make the right decision about bioethical issues, but they also allow the adherent to choose the right path and â€Å"come after† Jesus. Agape, the love for friends as well as enemies, is one of the most influential ethical teachings. Exhibited in the Scripture in Matthew 5:43-44, â€Å"Love your enemies and pray for those whom persecute you† is a huge deciding factor in ethical decision making, taking into account this love for all humans – the application of which allows the adherent to â€Å"and take up his Cross, and follow [Jesus]. This application is evident through the Christian ethical stance on euthanasia. Very simply, the stance taken by Catholic, Orthodox and Uniting is influenced by a single Commandment, â€Å"Thou shalt not kill† (Exodus). There is a unified belief that euthanasia is wrong, as it breaches the guidelines of agape, and violates the other major ethical teachings of human dignity and humans made in the image of God. By applying this teaching of Jesus onto these bioethical issues, such as euthanasia, the adherent is allowed to â€Å"come after† Jesus and to follow him. Thus, the practices, teachings and significant idols of Christianity definitely represent the Mark 8:34 sentiment. From Luther’s righting of Church doctrine to allow adherents to â€Å"come after† and â€Å"follow† Jesus, to the encouragement to follow Jesus through the Baptism sacrament and the application of Jesus’ ministry through bioethics, the practices and teachings of Christianity fervently represent the above sentiment.
